Online Lecture to the National Forum on Alternatives to Imprisonment (Fonape) of the National Council of Justice of Brazil

The theme of the Forum was "Mass Imprisonment and Alternatives to Prison: 30 years of the United Nations Tokyo Rules". I was asked to introduce the UN Handbook, which I had drafted for the UNODC in 2006, as it had been translated into Portuguese in 2021.
